For more than 250 years, the country had remained under a strict feudal system, isolated from the developments of the rest of the world. It was only in 1868, during the Meiji period, that the lack of universal education in the country was first noticed. In 1868, during the Meiji period, modern education was introduced in Japan with the aim to modernize the country and catch up with the more developed Western world. The long domination of feudalistic ruling classes had prevented the country and its people from clamoring for any real economic development, and this was also strongly felt during the Meiji period. The prevalence of a feudal system and the deeply entrenched ideas of social class prevented the country from forming any common national consciousness, or understanding how modern education should be framed to support the national interests.
