Shelter is a complex aspect of the legal system, due to conflicting interests and ever-changing community values. These change in values and much media pressure has led to major law reform surrounding the rights of those seeking shelter due to the inability to access the ‘Australian dream’ and . These reforms have improved the effectiveness and extent to which legal and non-legal methods can achieve justice for those securing shelter within alternative housing, though only to a certain extent. The laws time consuming inability to change and the lack of jurisdiction within NGO’s and the media highlight the ineffectiveness within each. Therefore both, legal and non-legal methods are seen to be forever trying to adapt to everchanging social values in order to improve the effectiveness at achieving justice for those seeking shelter
