Question: Under Article 34 of the Treaty on the Functioning of the European Union (A.34) quantitative measures that restrict imports are incompatible with EU law. ‘Measures having an equivalent effect’ to a quantitative restriction (MEEQR) are also contrary to EU law, and therefore, shall be inapplicable within the Member State(s) or the Community. In Geddo the court defined the idea of quantitative restriction broadly, stating that a total or partial quantitative restriction is liable of falling under A.34
