Adaptation and the Paris Agreement: Is it an Adequate Response for the Developing Nations? Abstract: The Paris Agreement is an instrument agreed upon at the Twenty-First Conference of Parties (COP 21) of the United Nations Framework Convention on Climate Change (UNFCCC) by 180 States to address Climate Change. This paper presents a critical analysis of whether the instrument’s defining feature, transparency based provision of compliance negotiated adaptations can offer an adequate response to climate change. Current financial commitments to fund adaptation in developing countries are far too weak to create the framework for progress. In general, the low levels of climate action is perpetuated by the Paris Agreement, therefore, offering minimal assistance to the less-developed nations in comparison to the developed. The paper proposes to highlight the critical legal and governance issue for implementation of the transparency provisions through adaptation actions. The overall result of the agreement is understood to be that the people of developing nations are impacted to a greater degree due to their vulnerability thereby exposed to difficulty in guaranteeing future energy basis development. The paper finds that the Parties to the UNFCCC have a long way to go in their negotiations on adaptation before they have any hope of meeting their agreed temperature goals.
