Abstract: Aim: Seek to address the factors that influence the modification of China's current urban social security system. Material and Method: The changing basis for legitimacy of the China Communist Party government acts as an independent variable, and several other factors such as GDP per capita, and the non-productive population are served as dependent variables. By using data from the National Bureau of Statistics of China, the article gives the impact factors (IFs) such as the age of the social security system, population, economics, and politics regarding the amount of Gross Domestic Product (GDP) that has been spent on the Chinese urban social security system. Result and Discussion:Demonstrate the CCP government’s logic in how it provides social security coverage based on the institution thought states are rational calculators of power. The conducted research may provide some information about the correlation between CCP government’s legitimacy and modification of social security program. Conclusion: The fundamental structural reason for the modification of social security program by the China Communist Party (CCP) was to secure the legitimacy and domination of the ruling party.
