Modernisation theorists argue that there is a causal relationship between economic development and democracy. As Seymour Martin Lipset famously put it: “The more well- to-do a nation, the greater the chances that it will sustain democracy.” Yet India, the world’s largest democracy, has remained democratic almost without interruption since 1947 despite being extremely underdeveloped. How can we explain the survival of Indian democracy? Does the Indian case mean that modernisation theory is wrong?
