Community legal centres (CLCs) are independent, not for profit organisations that operate in the public interest to advance legal equality and by extension social and political equality for those facing economic, social or cultural disadvantage in communities. To achieve these goals, they provide free legal advice and related services to members of the community facing marginalization so as to afford them with access to, and opportunities for justice. Additionally, they attempt to realize systematic change for communities through community education programs, lobbying for law and policy reform and undertaking test case litigation. Local CLCs are overseen and governed by Community Legal Centres NSW which is a member of the National Association of Community Legal Centres, the peak national body for CLCs in Australia. At a local level CLCs may be classified as generalist, whereby the centre provides services to geographically defined local areas. They may also be classified as specialist, whereby the centre provides assistance to a specific clientele or demographic (e.g. young people, women), or focuses on a particular area of law (e.g. immigration, mental health). CLCs are largely funded by a mix of state and federal government monies received in such forms as grants and legal aid, and their continuing operation relies upon solicitors, law students and others volunteering their services.
